title IX gone steroids

Can someone explain to me why Towson doesnt field a mens soccer team? I looked at their website and was shocked to see they only have 6 mens sports yet 13 womens sports. Isnt this title IX in reverse.

The average Towson men's team has more players than the average Towson women's team because they play Football. More schools have Women's Soccer than Men's Soccer.
