The NCAA will test a new softball during fall ball season. When Hofstra plays their fall exhibition schedule they will be using this experimental ball. The ball is softer but has more liveliness. This will favor the pitchers who have more movement on their ball. Liveliness will increase from 0.47 to 0.52. The hardness will be reduced from 350 psi to 275 psi. I see this cutting down the HRs hit this past season.

I don't think so- the liveliness should actually increase the potential to hit the ball out. Also, the composition of the ball reduces the amount of juice that it loses when the weather is cold, so it should help some balls go out early in the season.

We shall see. From what I read it is to help pitchers out who dont throw 65MPH or better.
